East Providence sits directly across the Providence River from downtown Providence — and its residential neighbourhoods, a mix of established single-family and multi-family housing stock on generally modest-to-mid-sized lots, create real ADU opportunities for homeowners looking to add income, accommodate family, or build value into a property they love and do not want to leave.
Bluestone Homes is a full-service design-build contractor serving East Providence and the East Bay area. We manage feasibility, design, permitting with the East Providence Building Department, and construction under one roof — with one team accountable from start to finish.

East Providence administers its own zoning ordinance with residential districts (RA, RB, RC, RD, and others) each carrying specific setback and coverage requirements. Rhode Island's 2024 ADU legislation creates a by-right baseline that applies city-wide — qualifying projects are reviewed administratively, with no variance or public hearing required.
Rhode Island General Laws §45-24-73 (amended June 2024) establishes by-right ADU eligibility statewide. Under this law, one ADU per lot is permitted by right where: (1) the lot is 20,000 square feet or more and the primary use is residential; (2) the ADU fits within the existing footprint of the primary structure or an existing accessory structure without expanding that footprint; or (3) the ADU is a reasonable accommodation for a family member with a disability. State law sets maximum ADU sizes at 900 sq ft (or 60% of the principal dwelling's floor area, whichever is less) for a studio or one-bedroom unit, and 1,200 sq ft for a two-bedroom unit subject to the same 60% cap. Rhode Island's ADU legislation prohibits all ADUs from being used as short-term rentals — they must serve long-term tenancy or household members.
Permits are processed through the East Providence Building Department at 145 Taunton Avenue (401-435-7519). East Providence's zoning code was updated following the 2024 state legislation to align with by-right ADU eligibility. Within-footprint conversions (basement, interior, existing garage) typically clear zoning review most cleanly in East Providence's denser residential zones.
For East Providence properties near the water or within designated flood zones, additional elevation and flood protection requirements may apply — these are assessed at the feasibility stage and factored into the project plan before design begins.
East Providence's proximity to Providence, Barrington, and the broader East Bay creates a housing market where ADU demand is strong and long-term rental income prospects are genuine. The right design-build partner is one who evaluates your specific lot honestly before you invest in design — so the project you commit to is one that can actually be built on your property, at a cost that works.
Every project is different — lot conditions, existing utilities, ADU type, and finish level all affect the final number. These planning ranges give you a realistic framework before committing to design.
